Abstract
This paper examines the rationale for the development of the Drugs Diversion Pilot (DDP) that has been running in the West Berkshire area of the Thames Valley since December 2018. It begins by providing context about the volume of drug use and drug related deaths in the UK. It goes on to give a brief overview of how drug policy has come into being in the UK, the essence of the ‘British system’, how it has changed over time and the drivers for this change.
